Turns a rater's raw notes into NCOER bullet comments that follow AR 623-3 and DA Pam 623-3 and read clearly to a promotion board.

What it does

• Translates. Band work — concerts, sectionals, readiness evaluations — restated as the leadership and results a non-musician board recognizes.
• Checks the format. Bullet rules from DA Pam 623-3 para 3-6b, verified in code rather than judged by a model.
• Grounds every number. A figure that does not trace back to something the rater actually wrote never reaches the page.
• Keeps nothing. No drafts, no notes, no history. Closing the tab ends the session.

Not an Army system. Not authorized for official records, and not affiliated with or endorsed by the Department of the Army. The rater owns every word they submit.
